Suo moto means "Supreme court by its own initiative". Cognisance means "awareness".The Supreme court observed that public places or workplaces or educational institutes cannot become places of High risk or vulnerable to women.Supreme court tells lack of patrolling , administrative deficiencies , negligence , Women cells in Universities etc are the prime reasons.What are your perspectives and practice measures should be taken by the government to make INDIA safer for women.

Pakistan’s New "Hangor Submarine" Conducts Live Missile Firing: Why It Matters for India
Pakistan’s Navy has conducted the first live weapon-firing exercise involving its newly inducted Hangor-class submarine in the Northern Arabian Sea recently. The submarine, PNS/M Hangor, fired an anti-ship cruise missile at a designated sea target on 27 September. According to Pakistan’s military, the missile successfully hit the target.The exercise is important as it shows that Pakistan’s new submarine has moved towards operational deployment and It also highlights the growing defence cooperation between Pakistan and China.What is the Hangor-class submarine?The Hangor-class is a new class of diesel-electric attack submarines being developed for the Pakistan Navy with Chinese assistance.Pakistan and China signed an agreement in 2015 for eight submarines of which 4 are being built in China, while 4 are being constructed in Pakistan.The first submarine, PNS/M Hangor, was commissioned in China in April 2026 and arrived at Karachi in June 2026. Why are these submarines important?Submarines can travel underwater and are difficult to detect and they can be used to monitor sea areas and attack enemy ships.These submarines are also equipped with Air-Independent Propulsion (AIP) technology. This allows a submarine to remain underwater for longer periods without having to surface frequently. The recent exercise demonstrates the submarine’s ability to use its weapons against maritime targets.Why is this important for India?India and Pakistan both have significant naval and commercial interests in the Arabian Sea. India also has a long western coastline with major ports and naval facilities.The addition of these submarines to Pakistan’s fleet means that India will have to closely monitor developments in underwater warfare and strengthen its anti-submarine warfare and maritime surveillance capabilities.The development is important because of China’s role in Pakistan’s submarine programme. China is helping Pakistan to develop its naval capabilities through technology, construction and defence cooperation. Why is the Arabian Sea important?The Arabian Sea is an important part of the Indian Ocean region and major international shipping and energy routes pass through this area. India depends heavily on maritime routes for trade and energy supplies. Therefore, security in the Arabian Sea is important for India’s economy and national security.The larger pictureThe Hangor submarine’s live missile firing does not by itself change the naval balance in the region. However, it shows the progress of Pakistan’s submarine programme and the role of Chinese technology in Pakistan’s naval forces. 10 years ago, the Uri terror attack became an important turning point in India’s approach to cross-border terrorism. On 18 September 2016, 19 Indian Army soldiers were killed in a terror attack at an Army camp in Uri, Jammu and Kashmir.Later, on the night of 28–29 September, the Indian Army conducted surgical strikes across the Line of Control (LoC), targeting terrorist launch pads. The operation marked an important change in India’s public response to cross-border terrorism.From Uri to BalakotBefore 2016, India had generally shown restraint after major terror attacks because military action against Pakistan could lead to a larger conflict between two nuclear-armed countries in the region. The 2016 surgical strikes proved that India was willing to use limited military action against terrorist infrastructure across the LoC.In February 2019, following the Pulwama terror attack, India carried out an airstrike on a Jaish-e-Mohammed facility at Balakot in Pakistan. This was different from the Uri operation because the strike went beyond the LoC.Operation SindoorIn May 2025, India launched Operation Sindoor following the Pahalgam terror attack in April 2025. India said it targeted terrorist infrastructure at several locations in Pakistan and Pakistan-occupied Jammu and Kashmir. The operation further showed India's use of air power, precision weapons, drones and intelligence capabilities.What has changed?The responses to Uri, Balakot and Sindoor show an evolution in India's approach to terrorism. The operations differed in their targets, locations and military methods, but they shared a common feature: India demonstrated its willingness to consider military action in response to major terror attacks towards its national security. At the same time, military action between two nuclear-armed countries carries the risk of escalation. Therefore, such a response involves careful consideration of the possible consequences. Over the past decade, India’s response to cross-border terrorism has therefore moved from greater restraint towards a more active approach involving targeted military operations and improved defence capabilities in the region.

Vithya Ramraj Breaks PT Usha’s 42-Year-Old National Record.
Indian athlete Vithya Ramraj created history at the Asian Games 2026 in Nagoya, Japan, by breaking a 42-year-old national record in the women’s 4.00m hurdles. Vithya finished the race in 54.75 seconds and won the bronze medal. She recently broke the previous Indian record of 55.42 seconds, set by legendary athlete PT Usha. Vithya had come very close to breaking the record at the previous Asian Games also, where she clocked 55.42 seconds in the heats.This was Vithya’s second consecutive Asian Games bronze medal in the 400m hurdles and She also won a silver medal in the mixed 4×400m relay at the 2026 Asian Games.The race was closely contested. Mariam Kareem of the UAE won gold with a Games record of 54.31 seconds, while Adelina Zems of Kazakhstan won silver in 54.58 seconds. Another Indian athlete, Anu Raghavan, finished fifth with a personal best of 55.88 seconds in the game. Vithya’s achievement is a historic moment for Indian athletics, as she has now surpassed one of India’s longest-standing national records.

Campus property, shops and vehicles were damaged. Protesters also blocked NH-44, an important highway connecting Jalandhar and Phagwara. The blockade continued for more than 15 hours.What did students demand?Students raised concerns about safety in girls’ hostels. One major demand was that only women staff should work inside girls’ hostels on the campus. LPU has suspended regular classes for 10 days from September 28 and postponed mid-term examinations until further notice.
